Seniors Speak Out Statement on the Draft Regulations under the COINS Act

October 22, 2026—Seniors Speak Out (SSO), a national healthcare policy advocacy group, issued the following statement in response to the U.S. Treasury Department’s release of draft regulations under the Comprehensive Outbound Investment National Security (COINS) Act.

“Seniors Speak Out strongly opposes the Treasury Department’s proposed outbound investment rule, which could delay new treatments for older Americans. Bringing a new medicine to patients takes years of research and private investment. When Washington restricts that investment, seniors living with cancer, Alzheimer’s, and other serious diseases pay the price.

“SSO agrees that America’s national security must be protected, but we can’t sacrifice patients’ access to breakthrough medicines in the process. Treasury should focus on real security threats and leave room for the medical innovation seniors rely on.”
